Transportation and Infrastructure
As a member of the House Committee on Transportation and Infrastructure, I work to promote investment in public transportation and the economic vibrancy of rural communities.
The development of new transportation systems and the protection and enhancement of existing infrastructure are integral components to a successful and stable economy. I worked diligently to defend the SMART Rail Project in Northern California and to maintain the accessibility and functionality of the Petaluma River for commerce and navigation—a fight that continues as we work to secure funding from the Harbor Maintenance Trust Fund for chronically underfunded shallow dredging projects in the North Bay and other parts of the district.
I also introduced the FRESHER Act, which closes a loophole in the Clean Water Act that allows oil and gas companies to skirt key environmental protections and creates a study to better understand the effects of stormwater runoff from oil and gas operations. This legislation is part of a broader effort to hold the oil and gas industry accountable for pollution that threatens clean water and the health of communities across the country. Representative Mike Thompson and I secured $7M for the completion of a vital segment of the SMART Pathway, a Class I multiuse facility that enhances mobility for bicyclists and pedestrians throughout Sonoma and Marin counties.
In 2025, I introduced the GREEN Streets Act alongside Senators Edward J. Markey (D-Mass.), Alex Padilla (D-Calif.), Jeff Merkley (D-Ore.), and Bernie Sanders (I-Vt.). This bicameral legislation establishes goals to reduce greenhouse gas emissions and vehicle miles traveled on public roads and prioritize federal investments in walking, biking, and transit infrastructure that reduce emissions, improve safety, and make travel more affordable.
Bipartisan Infrastructure Law:
I have spent my career developing legislation to meaningfully invest in infrastructure and make the changes needed to build a clean and resilient future; and I am honored that so many of my bills weare included in this historicmonumental legislation. This legislation included transformative funding for projects and programs all across the country, some of which helped me secure over $426M for Humboldt Bay Offshore Wind Farms.
During my time in congress, I’ve also been able to bring home countless grants for important transportation and infrastructure upgrades that have made our communities run more safely and smoothly.
Active transportation options are a great way to get around. I’ve created a few bills to support those modes, including the Active Transportation for Public Lands Act, which wouldto dedicate funds for construction of pedestrian and bicycle trails and I co-sponsored the Active Transportation Infrastructure Investment Program Reauthorization and Improvement Act.
