California Democrats Release Water Rebate Tax Bill: California Democratic Reps. Jared Huffman and Judy Chu joined Sens. Dianne Feinstein and Alex Padilla in bicameral legislation to amend federal tax law so that homeowners wouldn’t pay income tax on rebates from water utilities for water conservation and water runoff management improvements, according to a statement.
